Shared governance refers to the joint responsibility of faculty, administrations, and governing boards to govern colleges and universities. Like many institutions of higher education, the University of Pittsburgh operates under a shared governance model. This model enables discussions among key constituencies on campus to take place prior to decisions being made. A shared governance model promotes a commitment to open communication and shared responsibility.

The Board of Trustees oversees all charitable, scientific and academic activities at the University of Pittsburgh.
Established committees of the Board of Trustees meet periodically throughout the year as needed, having such powers as approved by the Board, including making recommendations for action by the full Board when appropriate.
Senate Council—a subgroup of the University Senate—is an official University body for shared governance. It makes recommendations concerning educational policies and other matters of University-wide concern.
Senate Council takes up active issues for consideration through various senate committees made up of elected members and representatives throughout campus.
Staff Council serves as a center for input and dissemination of information and provides a means of communication between staff and other members of the Pitt community. Staff Council members are appointed to committees throughout campus to represent staff interests.
